What matters here
The length is measured from the wrist to the intended end point on the arm, in centimetres. It is a real measurement rather than a clothing size, and because longer sleeves need more material the price differs by length.
A thumb hole keeps the sleeve in place. Without one it rides up when reaching out and exposes exactly the area meant to be protected, the wrist and the lower forearm.
Sleeve and glove have to work together. No gap should remain between the glove cuff and the end of the sleeve, otherwise the combination merely moves the risk a few centimetres up the arm instead of removing it.
Sleeves carry the same EN 388 marking as gloves, and the same reasoning applies: pick the class that covers the risk. A sleeve that is too stiff restricts arm movement and gets pulled off at the first opportunity.
At running machinery a sleeve is not always the right answer. Where parts can be drawn in, anything on the arm is a hazard, and the solution is guarding or a two-hand control rather than personal protective equipment. Sleeves belong where sharp edges and hot or rough surfaces meet the forearm, not where moving parts could catch it.
